International Exchange of China (IEOCN) is an arm of the China Overseas-educated Scholars Development Foundation (COSDF). COSDF is a non-profit organisation that aims to promote international exchange, serve talented innovators and promote commercialisation activities. COSDF was founded and is directed by China’s Central Government, with extensive connections to local governments, industrial parks, companies, and educational institutions within China.ningxia3

IEOCN assists governments around China to connect with and seek investment from domestic and overseas experts, and create channels for overseas-educated Chinese to commercially and socially engage with their homeland.

ningxia2IEOCN recently concluded a successful commercial fair that introduced overseas talent to Ningxia province, a developing area in China’s west. IEOCN was selected as the only organisation trusted by the Ningxia Autonomous Region government to recruit overseas and local experts, provide mediation services between participants and the government, as well as arrange itineraries, accommodation, and air tickets.

For the same program, IEOCN facilitated the signing of several contracts related to project partnerships, funding, and technology transfer, and coordinated project negotiations, communications with academics and universities, and peer-exchange events. Based on our input and advice, the Ningxia government established specialised organisations for the new materials, energy and chemical industries, and recruited many of IEOCN’s recommended specialists.

IEOCN has in the past worked with more than two hundred experts and businesspeople from twenty three countries and regions in the chemical, new energy, new material, computer software, agriculture, equipment manufacturing, bioengineering, and health industries.

With a specific Central Government brief to increase contact and cooperation among local and overseas experts, IEOCN has solid experience as a facilitator of interaction between these overseas experts and local governments and business operators.

Totuba is IEOCN’s supporting partner, assisting with program organisation, international communications and liaison with participants. Totuba supports universities and training providers with their China strategies, and promotes study opportunities in China to an overseas audience.
